Understanding the Florida Bill of Sale

A free, plain-English overview of bills of sale for vehicles, vessels, and other personal property in Florida.

What’s in the guide

A bill of sale is a written record that a seller transferred specific personal property to a buyer on a stated date for a stated price. For titled property such as cars and boats, the certificate of title is the ownership record and the bill of sale supports it. Florida law does not require a bill of sale to be notarized or witnessed, though some buyers, out-of-state agencies, and lenders ask for notarization.

This guide covers what a complete bill of sale contains, the seller’s and buyer’s steps in a vehicle sale, vessels and mobile homes, sales tax, and gifts. It links to the Florida Statutes and the Florida Department of Highway Safety and Motor Vehicles forms so you can read the sources yourself.
